About CRA

The Center for a Reimagined Africa (CRA) equips African public sector leaders with the skills, expertise, experiences, and partnerships necessary to address public sector challenges and improve service delivery for African citizens.


About the Public Sector Fellowship

The Center for a Reimagined Africa’s flagship program, the 8-month Public Sector Fellowship, is the inaugural initiative specifically tailored to provide training for mid-to-senior leaders within the public sector.

This program emphasizes product management and ethical leadership, bringing together leaders with significant influence in public project implementation. It empowers them to deeply understand the needs of their citizens, design public services that meet those needs, and apply product-thinking principles to consistently deliver those services at scale.


Admitted fellows join a community of practice dedicated to driving digital transformation within the public sector.


Eligibility 

To be eligible for 2024 CRA Public Sector Fellowship you must currently be working in the public sector in an African country. 


Additionally, you must exercise significant decision-making power enabling you to to shape the design and implementation of public services or products in your country. Typically this means you hold a Director, Executive Director, Head of Department, Commissioner, or equivalent position in a government ministry or agency.


In addition to meeting the minimum eligibility criteria outlined above, the strongest candidates will also demonstrate the following:

  • Commitment - This goes beyond committing time; it includes the ability and willingness to unlearn old ways and embrace new approaches—candidates should be eager to learn and apply modern, citizen-focused methods.

  • Grit and resilience - This involves sticking to a project while also being open to pivoting when necessary, without quitting. Complex public sector projects require adaptability and the determination to see things through, even when it gets tough. At the CRA, we embrace the mindset of doing hard things, pushing through challenges to deliver impactful results.

  • Values - We seek fellows who exemplify ownership, relentless pursuit of excellence, continuous learning, humility, integrity, and a commitment to diversity. These values are at the core of our program, driving impactful leadership and meaningful change.


Selection Criteria

We select candidates into the fellowship programme based on the following criteria:

  • Feasibility -  Are you in a position to meaningfully drive implementation in your ministry or agency? We assess your seniority, decision-making power, and ability to influence resource allocation, ensuring you have the authority and support to lead impactful change. 

  • Impact - Are you addressing a critical challenge that, if solved successfully, will lead to transformational change within your ministry or agency, significantly benefiting the target population and creating a lasting effect on society as a whole?

  • ⁠Strategic Alignment - What’s the bigger strategic goal the proposed implementation project aligns with? The project needs to align with the goals of the ministry, agency or public sector organisation within which you work.

  • Project Funding - The proposed project must already have funding approved and allocated for its implementation.

Project Overview
The ALU Public Sector Fellowship focuses on supporting public sector leaders to more effectively deliver solutions to problems faced by citizens. Key to this is the ability to develop a deep understanding of the citizen (aka the customer) and the problem they are facing. The questions in this section are an opportunity for you to tell us about your “customers” and the challenges you are seeking to solve for them.


  • Need: What problem or challenge are you attempting to solve? (100-200 words)

  • Citizen segment: Who exactly is most affected by this problem/challenge? How many people are affected?  (50-100 words)

  • Product: What product/project are you working on to solve this problem? (100-200 words)

  • Timeline: Has the project already started? If not, what is the proposed start date for the project? (50-100 words) 

  • ⁠Key stakeholders: Who are the key supporters for this project, and what might present potential challenges to its success? (100-200 words)

  • Strategic Alignment - What strategic goal does the proposed project align with? How does it support the objectives of your ministry, agency, or public sector organisation ?

  • Project Funding -  Does the proposed project already have funding approved and allocated for its implementation? Please provide details on the available funding. (100-200 words)

  • Technology: How do you intend to use technology in your project? (100-200 words)

  • Impact: What impact will your project have? How many people will be touched by your project in the first 6, 12, 18 and 36 months? (100-200 words)
